Small Volume Tax System

Executive Summary

Inland Revenue Authority of Singapore (IRAS) collaborated with Activants to provide an integrated web-based system, enabling tax officers to manage their operations more efficiently, and increase cross-departmental communication and teamwork.

Business Challenge

Inland Revenue Authority of Singapore (IRAS) had several standalone client-server systems, web-based system, and third-party software to manage different operational needs for the Small Volume Tax. These systems do not interact with one another, often resulting in miscommunication across different departments. There is also no standardisation of the operating procedures.

The technology platform for these standalone systems are different, thus, the option of transferring information through interface is abandoned.

These standalone systems were built based on the initial requirements of the individual modules, thus, there is a limit to their scalability. There would be major design problems if the systems were to incorporate other SVT-related functions.

How Activants Helped

Inland Revenue Authority of Singapore (IRAS) and Activants teamed up on the design, development and implementation of the new web-based integrated system. The team’s major challenge was to have a complete understanding of the various operational processes. For one of the sub-modules, there were more than 40 known scenarios to consider in one design logic. During the development and testing stage, there were also other unknown scenarios to deal with.

Encountering such high complexities in the business processes and rules, our team overcame all hurdles to provide a solution that:

  • Streamlines existing workflows and processes
  • Implements new features to fill up the gap that users encountered with the standalone systems
  • Supports more than 10 interfaces to other systems
  • Uses the application to establish and enforce the various business rules
